Allow Files on Agents as tools

Problem/Motivation

We have prepared for using files on agents as tools, but we haven't actually implemented it correctly yet. This means that when you call another agent, you can also forward any file id as a file to use in that agent.

Proposed resolution

Actually implement so the value is gotten correctly.
Implement so the files are loaded correctly.
Fix the context definition.
