Make v4.1.x installable on D10

Problem/Motivation

When using Upgrade Status → to check Drupal 11 readiness, v4.0.x is reported as not compatible with Drupal 11. Installing v4.1.x should make fix the compatibility issue, however v4.1.x it not compatible with Drupal 10 and cannot be installed.

The difference between the two version looks to be very minuscule from the functionality point of view. Only a few tests are added which do not affect the functionality at all.

This unnecessarily complicates Drupal 11 readiness tests, as well as Drupal 10 to Drupal 11 transition.

Proposed resolution

For v.4.1.x, update core version constraints to include Drupal 10

    won't fix. this is glitch of 'Upgrade Status' and how it processes versions. As COMPOSER is actually the perfered way to 'load all the things' this is the only concern (and works as expected).
