Dependent filters do not accept their input when controller filter is not allowing multiple values

When the controller filter is not allowing multiple values, its input is not processed correctly in ViewsDependentFilter::buildExposedForm() causing its dependent filters to be 'killed' in ViewsDependentFilters::filtersDisable().
