Improve brevo non-default message if in context of DDEV

Problem/Motivation

  1. DDEV is the recommended development environment for Drupal
  2. DDEV overrides the default mailer config to set it to sendmail
  3. Brevo Mailer flags a warning when default active config with overrides is not 'brevo'
