Resolve own collaboration comments threads

Problem/Motivation

There are some scenarios where users can only write comments and not perform any other actions, like resolve all collaboration comment threads..

There is a use case when a content owner wants to get comments from other people, but only the owner can resolve all threads

Steps to reproduce

- Create a Comments Only text format
- Assign the Collaboration Write comments for the Comments Only text format permission to a user role
- Confirm the user can also resolve other people threads

Proposed resolution

Add a new role for resolve own collaboration comment threads.

Unfortunately as for now we cannot create separate permissions for resolving own and any comment threads. Within CKEditor a permission to write comments grants also possibility to resolve all threads: https://ckeditor.com/docs/ckeditor5/latest/api/module_collaboration-core...

Closing this issue as we are not able to modify the CKEditor's behavior within this module.
However, we'll pass this feedback to the editor team so they are aware of it.
