Only save override when different then original view setting

Problem/Motivation

When placing the views block override block, the block overrides the default even when its the same. I would expect the block to not override the settings when its the same, so when you change the default in the view, the block does not have an override that has changed.

Steps to reproduce

Place a block and save.
Change the settings in the view and see the block does not change.

Proposed resolution

Add 'none' options and mark them as default so they don't get saved and so the site builder knows what the default was.
