When jobs are rejected due to connection issues, the job can no longer be re-submitted.
* Add a node content
* Go to translation and request translation
* Select Phrase Plugin
* Select Click submit request translation
* If connection connect issue happens here, job is rejected.
* Now if you try to submit that same jog again, it never can be resubmitted even if all the request passes.
* Add another way to reject the translation instead of via the job entity.
