Missing page /server-permissions

This link exists in Drupal core codebase in a few places, but the page does not exist at drupal.org.

Files containing the link:

Either provide a content for the page, or add a redirect to the new path if the actual page was moved.

The page in question can be viewed on the wayback machine, https://web.archive.org/web/20250108033543/https://www.drupal.org/server.... And it doesn't really seem to have the correct information anyway.

Also, this should be in core. The core project should ensure that the page and the desired information exists.

In addition to a core improvement, we can definitely get the URL redirecting to an updated documentation page, since it is linked to in the Drupal admin UI
