Setting days and revisions to zero still keeps revisions

Problem/Motivation

Setting days and revisions to zero still keeps revisions. I was trying to clean up a dev website using this tool and setting both settings to zero I'd expect to erase all revisions, but it still keeps old ones.

Respect the settings, even if the value is zero and all revisions should be deleted.
