A lot of the default information tools only has to be available on the first iteration of the loop and after that it just ends up costing input tokens.
In the configuration, make it possible to say that a default information tool is only available on iteration #. An array. It should be then just loaded on those runs.
Look for the key, available_on_loop that should be an array.
Be user friendly and start counting from 1, developers be damned :)
If the key exists and the loop is that number, show it, otherwise hide it.
If the key does not exist, always show the information.
