Implement the correct Legalweb language based on the Drupal current language

Problem/Motivation

We noticed that the Legalweb popup and overlay texts are always displayed in German, regardless of the current Drupal language. Since legalweb_cloud.json already contains both German and English entries, this should be properly handled by the drupal/legalweb_cloud module
