Vartheme Starterkit Theme - main menu not enabled by default

Problem/Motivation

When using the documented scripts to generate a subtheme, the main menu is not placed in a region by default.

This is trivial to correct if you know the reason for the main menu disappearing but if you do not know why it may be frustrating to recognize.

Steps to reproduce

Create a subtheme using https://docs.varbase.vardot.com/developers/theme-development-with-varbas... and switch to that new theme.

Note the main menu is missing.

Proposed resolution

I think there is a file in the theme somewhere that sets the default blocks and regions but I am not sure.
