Add description field for others to know what each filter does

Problem/Motivation

Thank-you for this awesome module. We would like to suggest a feature to add a "Description" field for each filter so that those that did not develop the regex's can understand their purpose a little easier.

Steps to reproduce

1. Install the CKEditor 5 Paste Filter module →
2. Edit a text format (/admin/config/content/formats) and select Replace Filter
3. See list of filters without any descriptions.

Proposed resolution

Add a field 'Description' to each filter.

Remaining tasks

User interface changes

A new field to appear below the Replace field with the label Description.

API changes

Data model changes

A new string is added to the filter sequence in the schema for description.
