Problem / Motivation

Update the codebase to align with new features in Drupal 11 and PHP 8.

Proposed Resolution

1. Enable autowiring in services.
2. Remove `drush.services.yml`.
3. Remove `devutils.module` if not required.
4. Add typed parameters in constructors (PHP 8).
