Optimize statistics with static files since gitlab job times out

With the optimization the runtime of the script is like 7 minutes instead of timeing out after 1 hour. Yay. Also added some R pacakges so it doesnt build for 10 minutes, saves another 8.

I think @drumm will thank us for that.

Locally all is green. Lets wait for artifacts of the png.

Woah did the job run the analysis on all of those date spots that the MR includes dumps of JSON results for?

Yes. I was running for 48 minutes last time it ran successfully. And building the R-packages on the runner. Insane.

If we had caching we could use that, but we cant. So lets just update data once in a while.
