AJAX in settings form does nothing

Problem/Motivation

As noted in https://www.drupal.org/project/ai_agents/issues/3517779 📌 Allow Tools to be set to return directly Active , when setting up a custom agent the AJAX that runs when tools are selected does nothing, and the agent must be saved and re-edited to be able to access the tool settings.
