Allow preselecting the active tab with query string

Problem/Motivation

If I remember correctly, in previous versions you could select the the active tab with something like '?qt-INSTANCE=TAB_ID' in the url. This doesn't appear possible with the current version, or am I missing something?

    I would also like to know how this functionality is achievable. It clearly advertises that it is possible on the module page, so I'm scratching my head:

    "Because Quicktabs provides urls for each tab in a Quicktabs instance (these are used both for graceful degradation without javascript, and for the ability to link to a page with a Quicktabs instance and specify which tab should be active)"

    However, I have yet to be able to get it to work in either version listed on the module page, 8.x-3.0-alpha7 or 4.0.1.

    I've looked through old threads referencing this exact issue and no combination of query parameters has worked to achieve a link that specifies an active tab.

    Any clarity or assistance is appreciated!
