Allow ECA to manipulate module-provided links

Problem/Motivation

The actions available within ECA to manipulate menu items will only work on menu_link_content entities. It would be ideal if ECA could perform the same manipulations to module-provided menu links as can be achieved within Drupal's menu UI.

Proposed resolution

Provide a new Action plugin that can manipulate these menu items using the same underlying methods used by core's Menu API.
