Convert Modeler annotation to Attribute

Problem/Motivation

In 📌 Convert from annotations to attributes Active we have converted the plugin managers to use both annotations and attributes. We should convert bpmn_io's use of the Modeler annotation to the Attribute as right now, it's the only implementation that's out there.
