Why static scopes are not exposed in the client/consumer form when the "Client Credentials" grant is checked?

Steps to reproduce

• Enable simple_oauth_static_scope sub-module
• Create a static and a dynamic scope. For both check "Client Credentials" grant
• Navigate to /admin/config/services/consumer/add
• Check the "Client Credentials" grant.
• A list of scopes is revealed
• The dynamic scope checkbox is shown, the static scope is missing
