Problem/Motivation

When cookie tracking is not enabled/allowed, we need to track the visitor during the visit.

Steps to reproduce

Proposed resolution

Add a config_id column that is a hash of visitor attributes. The config_id and IP address can be used to track a visit.

This is less accurate than having a visitor cookie, but it is better than nothing.
