The blocks cannot be deactivated in admin per content type.
1. Enable the "Example Blocks (New and improved)" module (which implements 2 custom blocks)
2. Uncheck the blocks in the Gutenberg Experience section
3. Go to add new content page, you will still see the components in the Gutenberg component sections
