@gaelicmichael, was Start and Bartik installed on both the source and destination sites?

If this is a bug, it will be fixed on 11.x first.
When I migrate a D7 website into Drupal 10.4, the following obsolete items are migrated into the D10 environment, and cause problems elsewhere (I can't export and import ECA Module model files):
The D7 website needs to stay live and operable until I can replace it with a new D10, so I can't just mess with the configuration there.
I'd prefer for these blocks not to migrated in the first place, but is there any way to remove them from the system after the migration? I don't see references to them anywhere on the admin dashboards.
Migrate a D7 site to D10, do a config export and look at the resulting files.
