Change the configuration value name and provide a schema for the configuration object

The only configuration value stored in log_cache_tags.settings is log_cache_tags. The correct name would be log_invalidated_tags, which at least does not repeat the name of the configuration object.

The validation schema for the configuration object is missing and it needs to be added.
