Add option to remove the link icon on some embed types

Problem/Motivation

Some entity view modes may already include their own link tags. When clicking the link icon for entity embeds in CKEditor, it wraps the embedded content in an additional link tag, which may cause unintended behavior.

There should be an option, per embed button, to disable this link feature, allowing site developers to control whether editors can wrap an embed in a link.
