Return to 403 page when try to translate Content Templates Configuration

Problem/Motivation

When I try to add a translation to one of the CKEditor5 Content Templates Configuration, I am redirected to a 403 page and there is an entry in the log:

Path: /admin/config/ckeditor5-templates/content-templates/offer_comparison_table/translate. Drupal\Core\Http\Exception\CacheableAccessDeniedHttpException: in Drupal\Core\Routing\AccessAwareRouter->checkAccess() (line 114 of /opt/drupal/web/core/lib/Drupal/Core/Routing/AccessAwareRouter.php).

Steps to reproduce

1. Create content template
2. Try to add translation
