Remove any submit element from schema when form is multistep

Problem/Motivation

When a form is multistep, it's not necessary to have a separate submit element.

Proposed resolution

When a form is multistep, remove the submit element and add any configured submit element label to the __raw__sectionsSchema part of the last step of the multistep form.
