Move views language join to sites_group_overrides

Problem/Motivation

When not using sites_group_overrides there is no need for multilingual group relations. The current code causes translatable content not being displayed in the view.

Steps to reproduce

1. Disable sites_group_overrides
2. Create a view that shows content
3. Translate Node that should be shown in the view
4. Content is not visible in the view

Proposed resolution

Move logic to sites_group_overrides.
