Attach the Bootstrap styles library only when necessary

Problem/Motivation

In the current behavior, all Bootstrap libraries (CSS and JS) are attached to the web page in Layout Builder, even when no library is selected. However, to follow best practices and improve performance, it's recommended to remove unnecessary CSS and JS. I have uploaded a patch that ensures only the required library is attached when one of the plugins is used on the page.
