Allow HTML tags in the icon field for better accessibility and allow svg icons

Problem/Motivation

Once you add a visual indicator for an external link you need to add a visually-hidden message indicating that the link target will be potentially opened in a new window or tab.

Proposed resolution

Allow some HTML tags in the icon field.
