Config option to disable OpenTelemetry causes errors

From https://www.drupal.org/project/opentelemetry/issues/3382218 ✨ A separate config option to disable the OpenTelemetry initialization Fixed OpenTelemetry has "Disabled" option in config but if the Disabled checkbox is set to true then all subsequent page loads report error status message "RequestTrace plugin: Error with tracer initialization."
This seems like a bug; it should be possible to disable (without uninstalling) OTel without errors occurring.
