Remove all SDDS civictheme base theme optional config

I'm going to try this really fast and see what happens :D

It seems like things are working as expected after I fixed one thing.

Tested by with D11 install with:

1. Wiped out my database with fresh install: ddev drush si -y
2. Install modules: ddev drush en experience_builder xb_dev_standard components default_content
3. Enabled civictheme in UI and edited/saved settings with no errors
4. Created article and edited and no civictheme components show up (expected, all are marked obsolete)
5. Set 01-atoms/chip to experimental and tested that in XB and it worked as expected
6. Note that there is an XB bug causing the component module paths to not work in the includes so you can only test components that aren't using includes in the twig files
