Block title become hidden after updating block

Problem/Motivation

Initially, when editor place a data policy block to a region the block title is enabled by default
however, if editor just re-save that block then the title is gone due to default settings that is disabled

Proposed resolution

Make a block title optional to allow editor to show or hide it
