The test that are failing in the pipeline are caused by missing schema.

Drupal\Core\Config\Schema\SchemaIncompleteException: Schema errors for page_manager.page_variant.foo-block_display-0 with the following errors: page_manager.page_variant.foo-block_display-0:variant_settings.blocks.45014643-caee-4048-963d-7c629dfffd6c.view_mode missing schema in Drupal\Core\Config\Development\ConfigSchemaChecker->onConfigSave() (line 98 of core/lib/Drupal/Core/Config/Development/ConfigSchemaChecker.php).
