Create Filters block in the Decoupled module

Problem/Motivation

We need to create a Filters block in the Decoupled module, like we have in the Content module, to have the similar functionality.

When decoupling the filter to block, we can remove the functionality of the built-in Filters column. The Filters block should receive the information about available facets from the ProductList component directly, instead of producing a separate GraphQL request. So the trigger to render the Filters blocks should come as a JS event from the ProductList block.

And please use the "Filters" term in the block naming, instead of "Facets", because this block will be a general block with other filters too, not only facets.
