Improve UX & Design of Select Plan page

Problem/Motivation

- The yearly / monthly tabs above the subscription plans: people can't tell which one is clicked.
- Group "Create a new Drupal CMS site!" and steps together to increase understanding and that it's not a separate action
- Add white space to increase legibility and readability
- Provide CSS for changes to inline CSS.
