We had this problem before and used relative path so I don't know why this has broken:
/themes/contrib/assets/starshot/starshot_banner_frame.svg
referenced in:
./03-organisms/starshot-case-study/starshot-case-study.scss: background-image: url('../../../assets/starshot/starshot_banner_frame.svg');
./03-organisms/starshot-case-study/starshot-case-study.css: background-image: url("../../../assets/starshot/starshot_banner_frame.svg");
Try case study and look at logs
Update path
Fix and test and commit
Case study works okay and no error in logs

I switched to an absolute path and merged into 1.0.x.
