Sort uses with no case sensitivity to follow Drupal code style

Problem/Motivation

Now, PHP "use" lines are sorted using case-sensitive rules to follow the Gitlab Templates rule.
But the rule got reverted in Gitlab Tempaltes, so let's follow the same in the module.
