Commerce 3.x support

Problem/Motivation

Noticed they have a Drupal 11 support on the 3.x branch of commerce.

Steps to reproduce

composer require drupal/commerce:^3.0
- drupal/commerce_registration 3.1.5 requires drupal/commerce ^2.0 -> found drupal/commerce[2.0.0, ..., 2.40.0] but it conflicts with your root composer.json require (^3.0).

Sorry you did this already, I must have been looking at the wrong branch. It seems like the branches are a bit wonky in here btw, this MR is ahead and behind and also on 3.4.x all at the same time, won't update the branch for some reason
