Sidebar is not positioned at the top of the page when the Gin Vertical Toolbar is active

Problem/Motivation

The Gin Layout Builder sidebar is not aligned to the top of the page when expanded/visible.

Steps to reproduce

1. Enable Gin theme
2. Enable Gin Layout Builder
3. Configure a node's layout
4. Verify the sidebar is not aligned to the top of the page

Proposed resolution

Add "!important" to the ".gin--vertical-toolbar & {" "top" property so it overrides the default "!important" set on the ".glb-sidebar" "top" property.
