Submodule/recipe to set up multilingual

Problem/Motivation

The work 🐛 Views should restrict results to the current language Active is really to make sure that views and content types are set up to work with multilingual, but by design the work there stops short of anything that would require the languages or content_translation core modules. That could still leave a fair bit of work for anyone starting a multilingual website.

Proposed resolution

Create a submodule or recipe that would do more of the work of appropriately setting up content translation for the content types and vocabularies.
