Add exclusion for user.logout.confirm route

Problem/Motivation

The default exclusions list contains the user.logout route, but not yet the new user.logout.confirm route users are redirected to if they try to access /user/logout directly.

Proposed resolution

Add user.logout to the default exclusions list.
