As a user I want to have the ability to define my custom icons

As a user I want icons for my new flexible access items.

Implement icons within the plugins for flexible access items. This holds the image information within the plugin.

SVG icons will appear before the label of the radios for the access item.

The Plugins will hold a new method getIcon().
