As user I want to have a better message when I add new config

Problem/Motivation

When adding new flexible access item config to the module, there should be a message informing users that nothing to install, or if so, confirming that new items were installed.

Steps to reproduce

Go to admin/config/flexible-access/flexible_access_item/add and click on Save.

Proposed resolution

Check in code if something is there to install.
