Don't show the option to add users to courses when approving membership requests

Problem/Motivation

The module has a UX tweak to hide the class selector when there's only one class on a group, but it always shows when approving membership requests because there are always two options - the course and the class itself. I think we can just set $self_join to always false for that case. If people need to be added as direct couse members, that can be done directly via the members tab.
