Please read the project page. A D11 release is not needed.
As of Drupal 10.1.x-dev, this module is no longer needed and the "Block Content" core module's permissions can be used instead.

Currently looking to include this in a D11 site and noticed it needed a release.
I’m offering to help co-maintain. I would start a new branch, limit to 10.3 and 11, add a gitlab pipeline file, also hope to get test coverage in.
Currently am a submaintainer for 3 components on core and look after 40+ modules already
