Click functionality not working of side navigation bar

Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies → .

Is that after clicking on User Interface -> Navigation Blocks? The description doesn't say. This may be essentially intentional because that administration screen is for editing the navigation blocks. What should happen instead?

When you click on for first time this is work fine.

Configuration > User Interface > Navigation blocks

But after clicking on the left side navigation bar, try to hover or click on Configuration or structure. It does not work.

And when you click any other option for the first time
Configuration > User Interface > Shortcut or any other option,

After clicking you can be able to click or hover in this case. The above case also should work this way.
