Blank is not automatically setted for external link

Hello,
i am
not sure or confortable with this change.
what if an internal link is made absolute before being injected into twig ? for me, the condition may not be on and may not be at the right place.
this is an hidden business rule encoded into the UI part of the component.
let’s discuss this during the next weekly to find a solution :)
