Commerce Kickstart 4.0.x can only be installed on D11

Problem/Motivation

Given the work on turning the commerce_kickstart into recipe driven installation profile and with Recipe API and Default Content API maturing in D11, the decision has been made to support only D11 for Commerce Kickstart 4.0.x and drop support for D9 and D10.

The objective for this issue is to remove support for D9/10 from info.yml
