How embarrassing. This was a screw up with git on my part. A new alpha is released with the correct latest code.
Automatically closed - issue fixed for 2 weeks with no activity.
With all the appropriate modules and configuration webp is not getting generated. The old code from 2.x is still present and this breaks with at least Drupal 10.4.
